WASHINGTON – Addressing the 27th Annual Meeting of the Latin American and Caribbean Development Bank (CAF), President Luis Abinader reaffirmed the Bank’s commitment to democracy and sustainable development. He stressed that true democracy is founded on the protection of human rights, which safeguard the dignity of the individual and are the basis of political legitimacy.
He highlighted a recent proposed constitutional amendment that aims to limit presidential terms to two consecutive terms and prevent future leaders from extending their rule. The amendment includes a “Petros clause” to make it harder to amend the constitution on presidential term limits and ensure that the government remains civil, republican, democratic and representative. Abinader described this as a safeguard against political leaders seeking to expand their power for their own personal gain.
President Abinader also spoke about the 10th Summit of the Americas, scheduled to be held in Punta Cana in the first week of December 2025. The President stressed that his government is working closely with the Organization of American States Summit Secretariat and the Summit Implementation Review Group to ensure the success of the conference, which he considers an important commitment.
